Buildings: Part L1A Regulations

The 2006 Part L1A Building Regulations required that new homes should be tested for air tightness to confirm the energy performance of new dwellings. As From 1st April 2006 it became mandatory to test a sample of buildings for new housing developments that are constructed. All new homes will have to prove that they have passed an air tightness test prior to occupation. The rate your property will need to achieve will be determined in your Target Emission Rate (TER). Building control will be unable to provide you with a completion certificate unless an air testing has been conducted, and the correct results have been achieved. In the event of failure, a smoke test can be performed to help identify problem areas in the property.

Air Leakage Control

Common causes of uncontrolled air leakage areas are detailed below, in addition, if these areas are not effectively sealed during the construction phase then the overall energy performance (SAP Rating) may be affected;

• For Intermediate Floors it is recommended to use Use joist hangers, if built into the walls seal with a flexible sealant product to prevent air loss.
• Recommendation for Skirting Boards, seal between floors and walls.
• Recommendation for Coving apply sealant between walls and ceilings.
• Recommendation for boxed in pipework, risers & soil stacks, apply sealant where pipes exit the ceiling into a roof space.
• Recommendation for bath panels apply sealant around all services and pipework that penetrates the fabric of the property.
• Recommendation for kitchen Units apply sealant around all services and pipework that penetrates the fabric of the property.
• General: any duct work, ventilation ducts or other pipe work that enters the property should be sealed off using an approved product.
• Trickle Vents testing, only allows for trickle vents to be shut and not sealed.
• For any windows and doors in the building ensure that there is a satisfactory seal behind plaster board.
• Recess Lighting, ensure that such fittings are fire check fittings and are fitted correctly as per manufacturers instructions.
• Loft Hatches, ensure that a quality loft hatch is fitted to the roof space area.
• For floorboards it is recommended that any holes are sealed, for timber floorboards they should be refitted correctly and sealed where necessary to prevent air leakage occuring.
