Level 3 - An assessor that carries out a survey and produces SBEM calculations (SBEM - Simplified Building Energy Model) to generate a Commercial EPC for existing property with Air Conditioning systems not exceeding 12Kw.
Level 4 - An assessor that carries out a survey and produces SBEM calculations (SBEM - Simplified Building Energy Model) to generate a Commercial EPC for existing property with Air Conditioning systems in excess of 12Kw load.
Level 5 - An assessor that carries out a survey and produces DSM calculations (DSM - Dynamic Simulation Model) to generate a Commercial EPC for existing property with Air Conditioning systems in excess of 12Kw load and the building is of complex design, scale and facilities outside the scope of Level 3 & 4.

Commercial Energy Assessors are required to produce alongside the EPC asset rating a full Recommendations Report, this report details specific recommendations to assist the asset owner to make an informed decision as to what areas of the building would benefit from energy efficiency measures. The most obvious is the provision of renewable energy measures, for example solar panels, or a wind turbine, however dependent on location some of these recommendations may be not practical. In any event those recommendations listed as part of the Energy Performance Certificate are advisory only, the owner of the property is not under any obligation to comply with such recommendations. However, it could be in the interest of the building owner to improve their EPC rating to appeal to potential clients who are looking to reduce energy costs.
Asset owners of energy efficient buildings for commercial use thus, may have an advantage in the property market where their building is either for sale or let over competitors having lower EPC ratings for similar property.

An independent Domestic Energy Assessor or Commercial Property Energy Assessor can usually provide a recommendations report and a cheaper EPC at a discount price.
