DEA for home inspections are now required as part of the EU Energy Performance of Buildings Directive (EPBD) every owner of a home for sale or let will need to enlist a DEA to produce an Energy Certificate.

The Energy Performance of Buildings Directive (EPBD) is now established in England, Northern Ireland, Scotland and Wales. Article 7 of the Buildings Directive requires an Energy Performance Certificate (EPC) to be issued whenever a building is either constructed, sold or is let out, this includes Non-Domestic (Commercial Property) and Domestic dwellings. The EPC can only be produced by qualified and accredited specialists in energy efficiency inspection. EPCs for home sales are now incorporated into the Home Information Pack (HIP) for England, Northern Ireland and Wales. In Scotland this is referred to as the "Home Report".

Who can issue a Home Energy Report?
A qualified and accredited Domestic Energy Assessor DEA holding a Diploma (DipDEA). A qualified and accredited Home Inspector holding a Diploma (DipHI).A Domestic Energy Assessor or Home Inspector is not qualified to issue EPC's for Non-Domestic premises, this must be carried out by a Commercial Energy Assessor.

An independent Domestic Energy Assessor or Commercial Property Energy Assessor can usually provide a recommendations report and a cheaper EPC at a discount price. For example an EPC Certificate will be required for: Retail premises, Shops, Industrial Units, Offices, Factory and Manufacturing premises. New Build Non-Dwellings (On-Construction) will also require an Energy Certificate.
