On Construction EPC also known as New Build EPC's are required to be issued for all properties in the domestic or commercial sector which are considered as new build homes (for property developers) or new build business premises for sale or lease.

Approved and accredited On-Construction Energy Assessors may produce EPCs for dwellings using the full SAP software, the majority of EPCs will be for new dwellings. Domestic Energy Assessors (DEAs) are not authorised to produce an EPC for new build dwellings or new build commercial property. A SAP Assessor can provide a calculation for a new dwelling energy rating. |
New Build Non-Dwellings, and off plan buildings (using architects plans) energy ratings are produced by an OCEA or On-Construction Energy Assessor. SBEM calculation methodology is used to calculate the ratings in this case. In some cases certain assumptions concerning building lighting and heating will need to be made in the absence of a bill of materials as part of the build specification.

For new build commercial property - for the avoidance of doubt, a Level 4 NDEA Non-domestic Energy Assessor can undertake an energy assessment of such a building which can be modelled using SBEM techniques to assign a rating for the building.
CLG guidelines state that from the 6th April 2008 it is now a legal requirement to provide an Energy Performance Certificate (EPC) for all new (on-construction) dwellings that are completed. EPCs are now also required for all commercial buildings if they are new build, rented or sold. Existing commercial buildings energy assessment is undertaken by a NDEA (Non-Domestic) Commercial Energy Assessor. Non-compliance will result in a penalty (a fixed fine) enforced by local trading standards authorities.
Energy Performance Certificates (EPC's) are now required for all Domestic and Commercial property either for sale, lease and rental. An Energy Performance Certificate is issued by a qualified and accredited independent energy assessor. For home sellers the Energy Certificate is included in the Home Information Pack as part of the home sale process.More recently the EPC requirement has been extended to the commercial property market.
