New housing and property developments by builders including off-plan design of homes require Predicted Energy Assessment also known as PEA is an Energy Certificate used by property developers of New Build Homes to demonstrate compliance with Part Lla of the Building regulations. It is used primarily for houses for sale off-plan and prior to completion. PEA's are also cheaper to produce than their EPC counterparts, the reasons for this is provided below.
In England & Wales legislation requires that a Predicted Energy Assessment (PEA) is required for the marketing of homes under construction and are "incomplete".
An Energy Performance Certificate (EPC) is required for all home sales where the home is physically complete. A PEA should be carried out for new build homes and dwellings that are under construction, or being sold "off-plan". An energy assessor will produce the PEA Certificate, this is achieved by using the initial SAP (Standard Assessment Procedure) rating calculated at the design stage, using plans and specifications and drawings from Architects and Quantity Surveyors. To establish the Dwelling and Target Emission Rate (DER & TER), the SAP rating is required to show compliance with Part L1a of the Building regulations.
A PEA can be used for property that is for sale up to the time of completion, after this time the PEA should be replaced by an EPC (Energy performance certificate).
The PEA is a similar document to an EPC which will show the Predicted 'Energy Efficiency rating' and 'Environmental Impact (CO2) rating' charts on the certificate. There are no recommendations to improve the home's energy efficiency or performance, unlike a domestic EPC, such recommendations for improvement are not required for a PEA Certificate.
A PEA can be a more cost effective way of providing an EPC opposed to say instructing a domestic energy assessor conducting an on-site survey. Predicted Energy Assessments can be made from SAP calculations, and no site visit is required.

A qualified SAP Assessor, a Domestic Energy Assessor qualified to produce EPC's is not authorised to produce PEA's. The person marketing the home is responsible for providing a PEA. The person providing the PEA is responsible for the accuracy of the report.

An independent Domestic Energy Assessor or Commercial Property Energy Assessor can usually provide a recommendations report and a cheaper EPC at a discount price. A smaller company has low overheads and so may be able to offer EPC's for a low cost solution with an option for discounts for bulk instructions.
