SAP Assessments - Standard Assessment Procedure UK

What is SAP?

SAP or Standard Assessment Procedure is a method used to demonstrate compliance with building regulations for dwellings - Part L (England and Wales), Section 6 (Scotland) and Part F (Northern Ireland) - and to provide energy ratings for dwellings. The current version is SAP 2005.

The energy rating of dwellings is a calculation of a building’s energy efficiency. For SAP 2005 these ratings are scored on a scale from 1 to 100 where 1 is the worst and 100 will indicate no heating/hot water cost. It is possible to achieve a higher score than 100 with the use of micro generation exported to the national grid, for example a domestic Home Wind Turbine, which is a renewable form of energy generation.

The Target Emission Rate (TER) - Carbon Dioxide Emission Rate has to be calculated within the Standard Assessment Procedure (SAP) methodology. This value is based on a notional dwelling built to 2002 building standards with a target reduction of 20%. The actual Dwelling Carbon Dioxide Emission Rate (DER) Dwelling Emission Rate must then be no worse than the TER. The new SAP 2005 incorporates all of these calculations in the software.

SAP regulations were amended in 2006 with the introduction of Approved Document L1A for New Build and L1B for Existing Homes including Extensions. RdSAP Energy Assessment of existing homes is progressively being aligned with SAP, Reduced Data makes certain assumptions based on the property construct by the assessor providing the age of the dwelling being surveyed. SAP Ratings usually do not require a site visit to acquire the data, this data (materials, heating appliances etc) is usually supplied to the assessor to carry out the SAP calculations for new build property.

When are SAP Ratings required?

Architects, Developers, Builders and Self-Builders for all new dwellings, house conversions, home extensions and material change of use of an existing property.

Local Authorities for rented housing stock and dwellings, RdSAP can be used for existing rented housing.

Housing Associations (RSLs) for compliance with Housing Corporations Scheme Development Standards for both new and existing dwellings. Existing housing stock could also be assesses using RdSAP (Reduced Data Standard Assessment Procedure).

Private Landlords, for identifying housing improvement options and for providing evidence for home improvement grants.

Home owners, Estate Agents and Surveyors to identify improvement and investment options, and by adding value to a property. It is worth noting that for existing dwellings, where a home owner requires energy efficiency improvement advice, a domestic energy assessor can assist in these circumstances.


New Build Homes and Dwellings - SAP Assessors UK

The types of data required for determining SAP energy performance ratings include:

  • Dwelling size (floor area, number of floors, ceiling heights, etc.)
  • Materials used for the construction of the dwelling (for floors, walls and roof)
  • Thermal insulation properties of the construction material (based on U Values)
  • Ventilation characteristics of the dwelling (natural ventilation or forced ventilation)
  • Efficiency and control of the heating system (Type of heating appliance used, timers, thermostatic control etc)
  • Solar gains through openings in the dwelling (Windows and door glazing materials)
  • Fuels used for heating, ventilation and lighting (Gas, All electric, Renewable energy sources, solid fuel, biomass etc)
  • Renewable energy technologies used in the property

SAP methodology has been developed by the Building Research Establishment (BRE) Domestic Energy Model (BREDEM) to integrate these data characteristics and using proprietary software, provides the following energy performance ratings for residential dwellings:

  • Energy Consumption Rating: energy consumption per unit floor area.
  • Energy Cost Rating (SAP rating): a value between 1-100 representing the cost of space heating, ventilation and lighting, less any savings associated with energy generation technologies (renewables), standardised by floor area. A Higher value indicates lower running costs for the dwelling.
  • Environmental Impact Rating (EI): a value between 1-100 representing the the annual CO2 emissions associated with space heating, ventilation and lighting, less any savings associated with energy generation technologies (renewables), standardised by floor area. Higher values indicate higher standards.
  • Dwelling CO2 Emissions Rate (DER): CO2 emissions per unit floor area.

The ratings above are independent of dwelling occupancy, individual heating preferences and the energy consumption of non-heating appliances. For further information about Energy Performance Certificate calculations please refer to Predicted Energy Assessment and On Construction EPC.
