The Code for Sustainable Homes in England & Wales.

The Sustainable Homes Code came into force in England in April 2007. Code ratings for all new build homes and dwellings is now mandatory for all development schemes for new housing from 1st May 2008. Exemption Notice: New Housing Developments where notice or plans were received by a local authority prior to 1st May 2008 would be exempt from the code practice.

"From the 1st of May 2008, a minimum of Code Level 3 is required for all new housing promoted or supported by the Welsh Assembly Government or their sponsored bodies and from 2nd June 2008, Code Level 3 is required for all new self-contained social housing in Northern Ireland. The Code does not apply in Scotland.".

About The Sustainable Homes Code

The Code replaced "Ecohomes" for the assessment of new build housing in England in April 2007. It is an environmental assessment method for new homes and dwellings based upon the BRE (Building Research Establishment) Global's Ecohomes and contains mandatory performance levels in 7 key areas. The code provides advice and a guide to the construction of high performance homes built with sustainability in the forefront of the design and build process.

The following is an extract of how the Code is applied and the scoring system used. (Source: BRE)

"Many housebuilders who have used Ecohomes will find the credit system of the Code familiar. Users will notice that there are new mandatory minimum levels of performance that have been introduced across 7 key issues:
  • Energy efficiency/CO2
  • Water efficiency
  • Surface water management
  • Site waste management
  • Household waste management
  • Use of materials
  • Lifetime homes (applies to Code Level 6 only)

The Code has a scoring system of six levels. The different levels are made up by achieving both the appropriate mandatory minimum standards together with a proportion of the ‘flexible' standards."


Compliance Issues

Assessments are carried out in two phases:

  • 1) An initial assessment and interim certification is carried out at the design stage. This is based on design drawings, specifications and commitments which results in interim certificate of compliance.
  • 2) Final assessment and certification is carried out after construction. Based on the design stage review, this includes a confirmation of compliance including site records and visual inspection."

Code Assessors

These are specialised assessors who are licensed, they are known as Code for Sustainable Homes Assessors or BREEAM assessors. BREEAM (BRE Environmental Assessment Method) is the leading and most widely used environmental assessment method for buildings in the UK.

Ecohomes

Ecohomes is a version of BREEAM for homes. It provides an a rating for new, converted or renovated homes, and covers houses, flats and apartments, and is mainly used for ratings for refurbishment works to existing housing stock - see below.

In April 2007 the "Code for Sustainable Homes" replaced "Ecohomes" for the assessment of new housing in England. EcoHomes 2006 will continue to be used for refurbished housing in England and for all housing in Scotland and Wales.

If you are an owner of Commercial premises then you will require the services of an independent Commercial Energy Assessor who is qualified to produce an EPC for Commercial Buildings.

EPC facts and how Energy Performance Certificates affect you:

Commercial EPC level 3, level 4,level 5 assessments, Display Energy Certificates (DEC) Public Buildings Local Authority properties, Simplified Building Energy Model (SBEM) calculations for existing commercial property.

Predicted Energy Assessment or PEA is an Energy Certificate used by property developers of New Build Homes and dwellings to demonstrate compliance with Part L1a of the Building regulations.
